Appropriates $2,000,000 to the Gang and Immigration Intelligence Team Enforcement Mission (GIITEM) Fund for the establishment of a counterterrorism information center. The fund was established for things such as human and drug smuggling, gang, and strict immigration enforcement. Money for the center is also to be used for the prosecution of human smuggling, drug smuggling, gangs and strict immigration. Also allows for GIITEM funds to be used for grants.

Requires a hospital that accepts payment from the Arizona Health Care Cost Containment System (AHCCCS) to include a place on its patient registration forms to state whether the patient is a citizen or lawfully or unlawfully present in the U.S. Establishes quarterly reporting requirements for the Arizona Department of Health Services (DHS).

Creates a ballot measure that requires localities to use the SAVE program to determine eligibility for welfare programs, prohibits illegal entry or reentry into the state, and prohibits illegal aliens from providing false documentation to an employer for purposes of E-Verify, among other provisions.

Secure the Border Act

Allows, but doesn't require, law enforcement agencies to enter into MOUs with ICE to participate in 287(g). Outlines the process for the AG to investigate localities that interfere with federal immigration authorities.
