Reduces funds for immigration-related enforcement by starving the program of revenue from existing fees. Also makes it harder for employers to be held accountable for hiring illegal workers by re-opening enforcement loopholes.

Creates a ballot measure that requires localities to use the SAVE program to determine eligibility for welfare programs, prohibits illegal entry or reentry into the state, and prohibits illegal aliens from providing false documentation to an employer for purposes of E-Verify, among other provisions.
