This bill would make asylees, refugees, and legal permanent residents eligible for cash assistance without a waiting period. It also eliminates the termination of benefits if a recipient is out of compliance with work requirements.

An Act Relating To Human Services -- The Rhode Island Works Program (Amends Works Program To Provide Eligibility For Benefits To Pregnant Persons From Onset Of Pregnancy Including Lawful Permanent Residents, Increases Monthly Cash Benefits, Disallows Termination Of Benefits For Failure To Work, Limits Monetary Sanctions.)

Adds state identification cards to the bill. States that these are not a REAL ID credential, but fails to include driverprivilege cards and permits in that limitation.

Allows for illegal aliens to receive a driver privilege card, permit, or state identification card if they have a Tax Identification Number. Only the state ID is explicity not a REAL ID credential. It does not confer the right to vote in RI elections to these individuals.

This would prohibit landlords from asking about or inquiring into the immigration status of a tenant or prospective tenant. It also prohibits municipalities and housing agencies from compelling a landlord to disclose any information about the immigration status of tenants.

An Act Relating To Property -- Residential Landlord And Tenant Act (Prohibits A Landlord From Inquiring About The Immigration Status Of A Tenant Subject To Any Federal Laws Or Regulations, But May Request Financial Information.)

This would establish a program to reduce health care exchange costs. It would also create a board to recommend terms to the director of the new program. The governor is to recommend board members that represent the diversity of the state with regard to certain demographics, including immigration status. Nothing in the bill prohibits illegal aliens from receiving benefits.

This amendment increases the payments received, depending on the size of the family. It also eliminates the termination of benefits if a recipient is out of compliance with work requirements.
