Appropriates $2,000,000 to the Gang and Immigration Intelligence Team Enforcement Mission (GIITEM) Fund for the establishment of a counterterrorism information center. The fund was established for things such as human and drug smuggling, gang, and strict immigration enforcement. Money for the center is also to be used for the prosecution of human smuggling, drug smuggling, gangs and strict immigration. Also allows for GIITEM funds to be used for grants.

Creates a ballot measure on the new regulation on remittances transfered by illegal aliens. Requires disclosure of the sender's and receiver's names, the destination country, and the amount transferred, with a limit of $5,000 per person within a 24-hour period. Prohibits transmissions to aliens associated with criminal drug or border activities. A 30% tax is levied on these wire transfers, which will be equally divided among the Department of Public Safety, the Department of Emergency and Military Affairs, and the Arizona Department of Homeland Security.
