Adds provision that requires localities to enforce immigration laws and cooperate with federal actions.

Creates and Arizona Promise for Dreamers program to provide financial assistance up to the cost of in-state tuition to students, including illegal aliens, who are pursuing higher education in AZ. All eligible applicants receive an award, with no limit.

Appropriates $2,000,000 to the Gang and Immigration Intelligence Team Enforcement Mission (GIITEM) Fund for the establishment of a counterterrorism information center. The fund was established for things such as human and drug smuggling, gang, and strict immigration enforcement. Money for the center is also to be used for the prosecution of human smuggling, drug smuggling, gangs and strict immigration. Also allows for GIITEM funds to be used for grants.
